Budget FAQ's
How much of the university’s budget is covered by state appropriations?
For the 2014-15 fiscal year – the last year the university received a full state appropriation, the Carbondale campus (excluding the School of Medicine) was originally slated to receive $104 million in state appropriations as part of its $440 million operating budget. This total was reduced by 2.25 percent, or about $2.3 million, as part of efforts to balance the state budget. Other sources in the operating budget include income funds (primarily tuition), grants and contracts, and revenue from bond operations and self-supporting activities. Most of our state appropriation supports faculty and staff salaries and wages. Our faculty and staff are the backbone of the institution as they fulfill our core academic mission, provide essential student support, and deliver research and service that contribute to the economic vitality of the region and state.
Has the university made any cuts in response to the state budget so far?
My office has a state account that supports our operations. Is this a state appropriation that is at risk to be cut?
Yes, most cuts are being made from state accounts. State accounts are derived from two sources of funding: state appropriations and income funds. Income funds include tuition, interest and selected fees. (See About the SIU Carbondale Budget for more information.) The university’s business offices, primarily accounting services, develop a spending plan to utilize both appropriation and income funds as expenses are charged to state accounts. Only the portion of the account funded by appropriations would be subject to any direct reductions in state appropriations, but it is possible that reductions in state appropriations could lead to other reductions in resources available through income funds.

Faculty and staff are always welcome to contact their legislators to share opinions. However, it is important that you comply with board policy. University policy limits the use of university-owned computers and communication networks to purposes related to the discharge of their duties as employees, official business with the University, or other university-sanctioned activities. As such, contact with any representative should be on the employee’s own time and should not utilize the University’s computers or email. Employees, as private citizens, are permitted to contact their representatives to express their personal views and opinions or request actions by their representatives.
